Together with the Meta ThreatExchange team, the Tech Coalition can build a classi昀椀er system that 昀氀ags when participants try to upload such signals to the database. The same system can also 昀氀ag high-risk signals such as those that involve text from private communications, and prompt participants to complete and upload the checklist described in Recommendation #14.
