A robust QA process is vital to addressing the most salient human rights risks associated with the Lantern Program. The QA process should enable regular, timely, and prioritized review of signals for quality and relevance, and feature feedback loops that can alert the Tech Coalition to trends in new signals. The QA process can also help ensure that the Lantern Program is useful and effective at achieving its goal—for example, by identifying what signals are most useful over time for what types of companies. As part of the QA process, BSR recommends conducting regular check-in meetings with each participating company to gather qualitative insights about how they are using the database, technical / operational issues they have encountered, and feedback on the quality of the signals shared (e.g., signals shared by a particular participant being more or less useful than others).
